How do I add a new static pagein the Joomla Editor?
Joomla (any version prior to 1.5) divides content into two types: categorized and static. Most of the sites we create have a combination of both. There is only one real difference between them. Static pages are often deemed the "set and forget it" type of pages.

Are there any best practices to follow for readability and for search engine optimization in the Joomla Editor?
Considered your own reading behavior when reading on the Internet... Did you read everything on the page? Search Engines do.
However, I expect you scanned first and when you saw a heading or
sub-heading that addressed your question, then you started reading. You can help your reader scan your page by using sub-headings to emphasize paragraphs of information. Tags (pre-set styles for text) help you accomplish this.
